The action of the film takes place during the German occupation of Genoa in the winter of 1943-1944 years. After the Gestapo had accidentally killed General Della Rovere, the leader of the Italian Resistance, local commandant convinces Bardone, immoral outlaw, impersonate dead General. Under his name Bardone sent to Milan's prison, where he must learn the leader of the partisans, with whom Della Rovere was going to meet before his death. Bardone, however, begins to identify himself with his fellow-prisoners and finds in himself unavailable him hitherto the moral strength and the spirit of the leader of the Resistance.
